I guess she beleived her daughter. I imagine she may have understood her family dynamic, and beleived her daughter wouldn't lie. Yes, she chose to be the judge and jury in that moment.

It's very hard to prove sexual abuse, especially decades later. There is not proof. There is evidence there is her daughters word. No, it's not legal. But maybe to her that was enough proof.
