Think about this logically, if someone is in the process of moving, on what is probably a hot day, where they are doing physical labor for a practical purpose of moving, maybe they are dressing more for practicality than to look nice. The outfit you describe here, is what someone would wear while moving on a hot day. It's functional, and that's okay. Wearing a nice pretty dress might be getting in the way while walking upstairs carrying dusty, heavy boxes. I personally would probably step on the skirt and trip down the stairs. Or possibly tear it while trying to shove a heavy box out of my car as it my skirt catches not he door. Or perhaps the old dusty box stains my pretty new dress as I am carrying it into the new place.

Now kudos to the kid in the lovely formal elegant red-velvet dress that day. That's his/her/their right and it's just fine. But understand wearing a formal gown or even a sundress might not be the most practical choice for the chore at hand. But that's fine, they can wear whatever they want, good for them. Moving is messy, hot, and physically demanding. I love dresses, I wear them daily, but while moving I might wear the outfit mentioned above.

I hope you get to wear many beautiful dresses as much as you want. However this article is on the border of shaming other women for their own clothing choices, including the part where you say we suggest we are lazy on grooming and fashion, or you say we can't have the excuse of wearing a revealing dress, or Casual dresses. I love wearing dresses, but I also have severe sensory issues that effect my ability to wear make up, most types of shoes, and many types of clothing and I am frequently judged in general for my clothing choices and labeled as lazy. Dresses aren't always that easy as what you described. Please don't judge other women for their clothing options, it's a little like policing others fashion choices. People have their own personal reasons for choosing what to wear and shouldn't have to justify their choices to anyone.
